The couples had dinner four or five times as the "Running Fence" project was developed and vetted before 25 public hearings at county boards and several more at the California Coastal Commission. The cloth panels stretched about 25 miles and as the process entangled farmers, landowners and local residents, thousands of people in effect became part of the project.
